PROBLEM TO BE SOLVED: To provide a paper for packaging bags excellent in hot-tucking tendency, causing no seal sags, high in extraction performance, having heat resistance enough to maintain its heat seal strength even if used in hot water such as in boiling, and excellent in bag-making workability as well. SOLUTION: This two-layer heat-sealable paper 1 for packaging bags is composed of an obverse layer 2 based on natural fiber and a reverse layer 3 comprising at least two kinds of synthetic fibers having heat sealability; wherein the obverse layer 2 and/or the reverse layer 3 contain(s) >=5 wt.% of mercerized pulp so as to effect extraction concentration at >=0.01 abs, and at least the two kinds of synthetic fibers as the compounding components of the reverse layer 3 are adjusted in compounding ratio so that the heat of solidification of the reverse layer 3 fall within the range of 30 to 90 mJ/mg.
