SOLUTION: Where L1 is an axial distance between a step 221 and an axial inner tip of a first fin 301, L2 is an axial direction between the step 221 and an axial inner tip of a second fin 302, H1 is a radius difference between a first radius part 201 and a second radius part 202 of a rotor 200, i.e., a difference in stepping quantity of the steps, H2 is a difference between a rotary second radius part surface 212 and a stationary body inner wall face 110, andδis a gap of the first and second fins and a facing surface, the following formulae (1) to (4) are satisfied. 3.5<H2/δ<6...(1), H1/δ>2...(2), L1/δ<15...(3), L2/δ>2...(4).
