PROBLEM TO BE SOLVED: To provide a continuous hot-water floor-heating panel, in which a part of the hot-water pipe which is to be laid under the floor can be easily inserted in a through-hole in the floor substrate, even if the hole has a round shape. SOLUTION: The panel 1 includes hot-water floor-heating panels 1A, 1B, in which hot-water pipes 2 are embedded respectively in holding channels 3a formed in the rears of floor boards 3, and the pipes 2 are connected with each other. In the panel 1A, a pipe part 2a, which penetrates the substrate to the rear side to be laid under the floor, is connected to the pipe 2 by means of an elbow joint 6, in a manner to be capable of being vertical to the panel face (in the drawing, the part is shown lateral). A predetermined length pipe part 2b of the pipe 2 connected to the part 2a is not fixed to the channel 3a, and capable of being drawn or held horizontally in the panel face. When the part 2b is drawn out, the part 2a and the joint 6 are positioned to the outside of the panel edge.
