PROBLEM TO BE SOLVED: To handle the enclosures to be enclosed in sealed letters for sending IC cards offline (in the state not connected to a network or other computer or the like). SOLUTION: This system is equipped with an encoder for writing required information to the IC cards (2) to be sent, a conveyance section (21) for conveying the IC cards written with the required information along a prescribed rout (20), a reader (11) for reading the information from the IC cards conveyed along the route and enclosure supply sections (12 to 15) for supplying the enclosures (6 to 9) to be sent together with the IC cards onto the route and superposing the same on the IC cards.
