SOLUTION: The device is provided with a data base (C) having individual ID discriminated for respective individuals, payment information held for respective individual ID, money reception information held for respective individual ID and treatment rank information held for respective individual ID and with a data base update part (D) deciding a treatment rank based on payment information and money reception information for respective individual ID and recording the treatment rank as treatment rank information.
