PROBLEM TO BE SOLVED: To provide a reliable electric discharge lamp having high quality, which aims at reduction of variation in electric-discharge start voltage and has improved a dark characteristic by regulating an easily electron-radiating material formed in an electrode surface and its application size. SOLUTION: The electric discharge lamp L1 is constituted of a glass-tube valve 1, a pair of leads 4 and 4 attached and sealed in a sealing part 2 of this valve 1 end, electrodes 6 and 6, which consists of a cold cathode, arranged to these leads 4 and 4 opposite to each other with a prescribed electric-discharge interval, a cesium compound layer 7 formed in the surface portion of the electrode 6, of at least one side, a metal oxide layer 8 formed covering this cesium compound layer 7, and a rare gas for electric-discharge enclosed in the above valve 1.
