PURPOSE: A converted auto regressive filter and a filtering method of the filter are provided to preserve energy of a moving target. CONSTITUTION: A frame memory(300) stores one frame of the output of an auto regressive filter in order to obtain a filter output signal delayed by one frame. A difference image generator(310) receives the filter output signal delayed by one frame and the current observation signal to obtain a difference between the two signals and outputs a difference image corresponding to the difference. The difference image generator judges whether the pixel currently being processed belongs to a still region or a moving region using the difference image to output a motion index indicating whether a target is moved or not. A histogram generator(320) accepts the difference image and motion index, and converts the difference image of the still region into a cumulative distribution function. A selective filter output unit outputs the observation signal in the case of the moving region and outputs a signal that has been passed through an adaptive filter having an adaptive filter gain obtained using divergence of observation noise calculated through the output data of the histogram generator in the case of the still region according to the motion index.
