PROBLEM TO BE SOLVED: To provide a device for the clarification and sterilization of water with a photocatalyst which efficiently treats a liquid or gas to be treated. SOLUTION: Netting bodies 7a, 7b, 7c and 7d which are constituted with fine wires coated with the photocatalyst are arranged around an ultraviolet-ray lamp 5 so that the meshes of the netting bodies 7a, 7b, 7c and 7d become gradually finer toward the outside of the lamp 5, and water to be treated is passed through the netting bodies 7a, 7b, 7c and 7d to receive the irradiation of the ultraviolet-ray. By this, the netting bodies 7a, 7b, 7c and 7d, the binders for the photocatalyst, come into sufficient contact with the water to be treated, the ultraviolet-ray can spread every nook and corner in a treatment container, and thereby the sterilization and clarification of the water by means of the photocatalyst is sufficiently performed.
