PROBLEM TO BE SOLVED: To provide a manufacturing method of a hot rolled steel sheet having small surface roughness of a same degree as that of a surface of grinding treated, without making grinding treatment. SOLUTION: In the manufacturing method characterized in that a light rolling draft with more than 1.8% of a rolling reduction rate is performed under non- lubricant condition and in that the light rolling draft with less than 5% of the rolling reduction rate is also performed under non-lubricant condition after acid pickling is applied to the hot-rolled steel sheet, the light rolling draft is performed by means of a roll having surface roughness of 1.0 to 4.5μm 10 point average roughness.
