PROBLEM TO BE SOLVED: To securely and easily detect and protect the sole operation of a private power generator within the system linkage at the generator side without an expensive transfer breaker. SOLUTION: The output frequency and its change ratio of the private power generator 10 linked to a system power source via a breaker are detected, a leading reactive power of the power generator 10 is increased when the frequency change ratio is positive, and the voltage fluctuation reference that increases a lagging reactive power is output when the ratio is negative. A voltage fluctuation reference is compensated so that response characteristics (transfer function) for voltage control of the power generator 10 may be compensated, and the voltage fluctuation reference provided by such compensation is added to a voltage reference of an automatic voltage regulator 13 in the power generator 10. A frequency fluctuation enhanced involved with the voltage fluctuation of the power generator 10 caused by such addition is detected, and a breaker is opened to cut off the power generator 10 from a system bus. |
