PROBLEM TO BE SOLVED: To provide a communication unit operating system that is designed to be a separate unit from a radio communication unit and a user operates for the purpose of crime prevention and disaster preparedness and to provide a remote supervisory system and a remote supervisory method. SOLUTION: The communication operating system 1 is configured of a sensor 3 that senses presence of an intruder and occurrence of a disaster, and a communication unit operation main body 4, and a drive section 6 of the communication unit operation main body 4 is operated according to a sensing signal sent from the sensor 3 to operate a transmission button 8 of the radio communication unit.
