PROBLEM TO BE SOLVED: To provide a color conversion filter layer and a color conversion filter substrate wherein functional deterioration by driving is suppressed, and provide a color organic EL display maintaining a stable light-emitting properties for a long term. SOLUTION: This has at least a transparent supporting substrate, a single or plural kinds of the color conversion filter layer arranged on the supporting substrate wherein the matrix resin film is formed as a desired pattern, and has a gas barrier layer to cover the color conversion filter layer. As for the color conversion filter layer, at least one phase composed of an additive having a different refractive index from that of the matrix resin is dispersed.
