PROBLEM TO BE SOLVED: To provide mobile transparency in an upper layer. SOLUTION: Terminal equipment 1 acquires a network prefix with which the equipment 1 is connected in steps S33, 34, to determine whether the prefix of interest is identical to a first network prefix. If the prefix of interest is different from the first network prefix, the terminal equipment 1 reads out network prefixes of the destination address and the originating address in a received packet, to replace the first network prefix with the readout network prefix to generate a pseudo-header, when either of the readout network prefixes is different from the first network prefix in steps S35 to 41. Thereafter, terminal equipment 1 authenticates the received packet using the generated pseudo header in steps S42, 43.
