PROBLEM TO BE SOLVED: To provide a paper feeder and a recording device provided with this capable of stably feeding paper without influence from wear of a paper feeding roller and even when using high image quality printing paper. SOLUTION: The D-type paper feeding roller shaped like a D shape from a side view feeding a recording medium into the recording device has a pickup area abutting on the recording medium in feeding to start sending of the recording medium, and a feeding area abutting on the recording medium consecutively to the pickup area to send the recording medium. A length LD of the feeding area is set longer than an absolute minimum paper feeding distance L necessary for feeding the recording medium, or a frictional force with the recording medium in the pickup area is set so it is an absolute minimum frictional force or more within a range of a maximum possible number of paper feeding times of the paper feeder.
