PROBLEM TO BE SOLVED: To surely and rapidly output torque equivalent to the required load for an internal combustion engine. SOLUTION: This device is provided with a valve 3 for opening and closing an opening communicating with a combustion chamber 6 of the internal combustion engine, and opening degree changing mechanism 30 for changing the opening degree of the valve, and an opening timing changing mechanism for changing the opening timing of the valve. The target opening degree of the valve is set according to the required output of the internal combustion engine. The target opening timing of the valve is set according to the required output of the internal combustion engine. When the change rate of the required load is larger than a predetermined value while the target opening degree is not changed, the target opening degree is increased.
