PROBLEM TO BE SOLVED: To provide a charging member which hardly stick to a photoreceptor and having low friction with which proper image quality can be obtained in a copying machine, printer or the like, and to provide an electrifying device which uses the charging member. SOLUTION: The charging member 20 which is to be in contact with the body to be charged for applying a voltage between the member and the objective body to charged the objective body is composed of an elastic layer, and at least one coating film layer formed in the outside of the elastic layer. The coating film layer is formed from a urethane-modified acrylic resin, having active hydrogen in the molecular end, in which 0.05 to 30 parts by weight of silicone oil, having one or two reactive functional groups in one molecular end is added with respect to 100 parts by weight of the urethane-modified acrylic resin.
