PROBLEM TO BE SOLVED: To provide an elevating storage rack raised and lowered for ease of moving articles in and out; to utilize a limited parking space most effectively by eliminating objects protruding toward a vehicle; and to provide the rack with a safety mechanism for preventing inadvertent accidents. SOLUTION: An elevating portion 4 is provided which is moved up and down along a column 1 by a rope 7 cooperating with a winch 6. The storage rack 5 secured to the elevating portion 4 is raised to the top of the vehicle to be parked and is thus prevented from becoming an obstacle protruding toward the vehicle in the parking space. The safety mechanism is provided which prevents sudden drop of the elevating portion 4 should the rope 7 be cut inadvertently, by causing a lever 8 cooperating with the rope 7 via a connector to abut against the column 1 under the contraction of stretch rubber 10 attached.
