PROBLEM TO BE SOLVED: To achieve periodic elongation of a building and reduction of response displacement of the same, and to downsize a seismic isolator. SOLUTION: The seismic isolator is interposed between a foundation 1 which is a base structure of the building, and an upper structure of the same, and includes a restricting means for elastically bearing the upper structure so as to restrict further relative horizontal displacement when the relative horizontal displacement between the foundation 1 and the upper structure reaches a predetermined value. The seismic isolator includes a caster 4 which rolls on a bearing plate 2, and a viscoelastic body, an annular spring member 11, or a sharp slope surface is arranged, as the restricting means, at a location on which the caster 4 abuts when the relative horizontal displacement reaches the predetermined value. The above seismic isolator has higher rigidity than that of a normal seismic isolator, and the seismic isolator concerned is used together with the normal seismic isolator. Further, a steel damper as a damping means is interposed between the upper structure and the base structure.
