PROBLEM TO BE SOLVED: To satisfy requirement of the prior art in regard to coating of substances completely and partially. SOLUTION: A packaging and applicator device is comprised of a receptacle of variable inside volume, including a dip tube and containing a substance; an applicator element; and an enclosure capable of taking up a substantially closed configuration, suitable, when in said substantially closed configuration, for containing said applicator element, and suitable, when in said substantially closed configuration, for being put into fluid communication with the receptacle. |
