PROBLEM TO BE SOLVED: To inexpensively mount an operating lever to a brake shoe with a simple structure, and to reuse the operating lever by removing it when replacing the brake shoe. SOLUTION: The operating lever 36 is assembled to the brake shoe 14 by fitting a cylindrical engagement protrusion 62 provided on the operating lever 36 by burring hole processing in the through hole 64 of a shoe web 26, and by only caulking two caulking parts 66 outside. The caulking part 66 is slightly enlarged outside at a small tilting angle and is engaged with the peripheral rim part of the through hole 64. The engagement protrusion 62 can be easily pulled out from the through hole 64 while returning the caulking part 66 inside by applying prescribed force in its detaching direction. Thereby, the operating lever 36 can be removed and reused when replacing the brake shoe 14.
