PROBLEM TO BE SOLVED: To improve the surface properties of cast steel. SOLUTION: In a method for improving the surface properties of the cast steel by reducing fine casting defects in the vicinity of the surface by imparting plastic deformation to the cast steel from the surfaces, the plastic deformation is performed so that the ratio of hydrostatic stress to the deformation resistance of a base stock is >=1.15 in the region where the reduction of the fine casting defects is expected.
