PROBLEM TO BE SOLVED: To provide a means of pleasant waterside environment for nearby community residents instead of using the conventional regulating reservoir merely for primary storage of rain water. SOLUTION: On the bottom surface of the reservoir, a construction of plastic moldings is installed by assembling longitudinally and laterally, earth is filled in a step shape on the construction, and a part of water surface is exposed at the lower portion of the stairs in this reservoir.
