PROBLEM TO BE SOLVED: To provide a monitoring system for a specific area by which an IP address is unitarily managed and to enable a registered user to obtain necessary monitoring information extremely promptly in spite of using an always-on connection line. SOLUTION: This system is constituted so that a management computer 3 accepts a changing request of the IP address of a monitoring terminal to be transmitted from the specifiable monitoring terminal 4, performs a changing processing of the IP address as a part of monitoring terminal information registered in a user database, many monitoring terminals corresponding to many users are unitarily managed so that access from the user is instantaneously coped with, the IP address of the monitoring terminal is provided to an information terminal of the user to access it and the information terminal of the user is linked with the applicable monitoring terminal via the Internet.
