PURPOSE: An apparatus for monitoring the quality of an ISP(Internet Service Provide) using an MAC-Q is provided to effectively manage the measured quality of a telephone network and the ISP by measuring the quality of the telephone network in real time and automatically measuring a data receiving speed, an RTT(Round Trip Time) delay, and a packet loss. CONSTITUTION: An LMU(Line Measurement Unit)(5) has a plurality of channels for connecting to an international line, local and toll lines, a facsimile DNS line of a telephone network. The LMU(5) performs an automatic origination, generates various test tones, performs an automatic termination, and measures frequency levels of various signals for measuring a telephone access successful rate and a cutting rate. The LMU(5) measures a data receiving speed, an RTT delay, and a packet loss from the ISP. A keyboard(14) has functional keys for setting operation modes of the LMU(5). An LCD(13) outputs an input state of the keyboard(14) and the measured result of the LMU(5). An I/O interface(12) interfaces between an MCU(Main Control Unit)(9) and the keyboard(14) or the LCD(13). The MCU(9) controls the LMU(5) and the I/O interface(12), and transmits the measured result of the LMU(5) to a main system per a uniform period through the second modem(10).
