PROBLEM TO BE SOLVED: To avoid reduction of a charging amount of a client having a high- performance machine compared to a client having a low-performance machine to realize impartiality of charge due to reduction of an application use time of a charging target caused by reduction of a processing time of the client having the high-performance machine. SOLUTION: A client-side charge management part 12 included in the client 1 monitors use start time and use end time of an application 14 and measures a use time when a user starts the application 14, while the client-side charge management part 12 extracts machine characteristic information (a clock frequency, an MPU type or the like) of the client 1 from a host information storage part 11 and transmits the application use information to a charge database management part 21 of a server 2 in a lump. The charge database management part 21 multiplies the use time, a per-time cost of the target application 14 stored in a database 22, and a charge coefficient increasing as machine performance is heightened to calculate the final charging amount by use of the received application use information, and records the charging amount into a user charge information database 23. |
