PROBLEM TO BE SOLVED: To provide a recording and reproducing device in which a frame synchronizing part is formed without using a voltage control type oscillator circuit, relating to a VTR for recording video signals of one frame on a magnetic tape by distributing them to N-tracks (N is an integer >=1). SOLUTION: A frame reference signal 118 generated on the basis of a vertical synchronous signal of a recording video signal is supplied to a phase comparator 122, and a phase error between the reference signal and a frame pulse 120 is measured, average-processed by an average-processing part 123, divided by the number of tracks in a frame to decide a period in the track. A track counter 124 uses the period in the track as the number of clocks in one track, and outputs a track pulse 121 in each track period. Moreover, every time when a counter 125 presenting a track number reaches the number clocks in one track of the track counter 124, it counts up and the frame pulse 120 is outputted.
