PURPOSE: A display device, a portable device, and a substrate are provided to divide the display time per bit without performing a new scan and to form variable contrast. CONSTITUTION: A display device comprises electro-optic elements(23), and a memory unit and a potential maintaining unit both provided for each of the electro-optic elements. A display operation by the electro-optic elements is controlled using outputs from the memory unit and the potential maintaining unit. In the display device, the electro-optic elements are provided near intersections of first wires and second wires provided in a direction crossing the first wires. The display device further comprises first switching elements(6) each connected at a first terminal thereof to one of the first wires and second switching elements each connected in series with the memory unit and a second terminal of the first switching element. The second terminal of the first switching element is electrically connected to the potential maintaining unit.
