PROBLEM TO BE SOLVED: To provide a rewinder and a rewinding method capable of cutting a web material accurately, reliably, and simply. SOLUTION: The rewinder manufacturing a log of the web material around a tubular core includes a first winding roller winding the web material, a second winding roller forming a gap to be inserted with the core between it and the first winding roller, and a third roller movably fitted to increase the diameter of the log and discharge the log when winding is finished. A blade is carried by a rotary member rotated around the axis of the first winding roller and is protruded from the contour of the roller. The blade is rotated at different speeds in the same direction as the first winding roller when it is kept in contact with the web material in the winding space determined by three rollers for deceleration or acceleration, thereby it can cut off the web material when winding is finished.
