PROBLEM TO BE SOLVED: To finish both surfaces of a grinding wheel uniformly and in a short period of time. SOLUTION: A pressurizing means 13 mounted on a second stage 9 moves a first stage until a first cutting blade 4 mounted on the first stage 7 makes contact with one main surface 2a of the grinding wheel 2 while pressurizing the first stage 7 and moves the second stage until a second cutting blade 5 mounted on the second stage 9 makes contact with the other main surface 2b of the grinding wheel 2. A grinding wheel rotating means cuts the both main surfaces of the grinding wheel 2 while rotating the grinding wheel 2 as the first cutting blade 4 and the second cutting blade 5 moves in the diametrical direction on the both main surfaces 2a, 2b of the grinding wheel 2 by a cutting blade moving means 15.
