PROBLEM TO BE SOLVED: To provide technique capable of preventing a home agent from being attacked due to malice from the outside by eliminating the necessity to release the home agent to the public outside the network. SOLUTION: This technique has a step for transferring a registration request packet from a gateway node concerned to a representative server in the case that a packet transmitted to the gateway node from a mobile terminal is the registration request packet requesting the registration of the position information of the mobile terminal, a step for identifying the home agent of the mobile terminal that has transmitted the registration request packet and transferring the registration request packet to the identified home agent in the case that the mobile terminal of the transmission source of the registration request packet transferred to the representative server from the gateway node is a normal mobile terminal, and a step for registering the position information of the mobile terminal of the transmission source based on the contents of the registration request packet transferred to the home agent from the representative server.
