PROBLEM TO BE SOLVED: To efficiently layout the wiring while considering the wiring delay even when a propagation velocity of each wiring layer is different from one other. SOLUTION: This wiring layout supporting device comprises an allowable propagation time calculating means for calculating an allowable propagation time on the basis of the propagation velocity obtained by electromagnetic field calculation on the basis of a minimum allowable wiring length, a maximum allowable wiring length and a cross-sectional composition data, an unwiring allowable propagation time calculating means for calculating an allowable propagation time of an unwiring part (M1, M2) on the basis of the difference between the allowable propagation time and a propagation time of existing wiring parts (H4, H5), and a display means for displaying the wiring allowable areas (E1, E2) calculated on the basis of the allowable propagation time of the unwiring part and the propagation velocity of the wiring layer.
