PROBLEM TO BE SOLVED: To provide a variable bit rate moving image encoding device and a recording medium capable of realizing high picture quality as compared with a conventional system by selecting suitable GOP size and GOP structure in accordance with the features of an input image and controlling the number of encoding bits in an one-pass encoding system capable of encoding a moving image by short delay time. SOLUTION: The variable bit rate moving image encoding device is provided with an input image storage part 1 for temporarily storing continuously inputted images only by the fixed number of images, an image feature extraction part 3 for extracting information such as an image variation and a movement feature from the temporarily stored images, a GOP structure determination part for determining the size and structure of a GOP at the time of encoding the images on the basis of the extracted information, and a GOP encoding bit allocation part 6 for predicting the number of bits required for the encoding of the GOP from the determined GOP structure and feature information extracted from images included in the GOP.
