PROBLEM TO BE SOLVED: To attain multi-data transfer by performing access form other application to a port even when the exclusive control of the port is operated for each application. SOLUTION: This device is provide width a non-port event controlling part 32 separately from a port event controlling part 17 which operates information transmission and reception with a USB device by relating an application with a USB port for operating exclusive control. In this case, the non-port event controlling part 32 directly performs the access of an event from the application to a pipe 34 exclusive for request transmission and a pipe 33 exclusive for request result reception without relating the application with the port.
