PURPOSE: A circuit for controlling a driving voltage of a flat panel display is provided, which controls a forward bias voltage level and a reverse bias voltage level with a simple circuit configuration. CONSTITUTION: Driving units(201,202) drive a data line and a scan line of a flat panel display, and a voltage level control unit comprises a zener diode(202b) connected to each driving line in reversely-serial to control a level of a driving signal voltage of the driving unit. And a flat panel display device part(200) is operated by receiving a driving signal through the voltage level control unit. The zener diode is included in the driving device to form the driving unit, and is included in the flat display panel.
