Providing an advanced method of removing thermosetting paint film from waste plastic resin. A reactor is charged with isopropyl alcohol, phenoxy alcohol and alkali. The mixture is heated to 50-70 deg C with stirring. The plastic resin coated with thermosetting paint film is added to the reactor, and thermosetting paint film is removed.
