PROBLEM TO BE SOLVED: To provide a device for processing paper sheets allowing controlling a rotation phase of an impeller to the optimum phase for tips of the paper sheets hardly to collide with that of blades when an impeller type collecting means is used. SOLUTION: This device for assorting and arranging bank bills using the impeller type collecting means has several blades arranged with a predetermined interval in a rotating direction and an impeller to insert the continuously sent bank bills between the blades by rotating for guiding them in a predetermined direction and piles/collects the bills guided by the impeller on a collecting part. Feed timing of the bill by a bill feeding part is synchronized with the rotation phase of the impeller.
