PROBLEM TO BE SOLVED: To provide an electromagnetic flowmeter capable of diagnosing an insulation degradation phenomenon of measurement electrodes used for generating flow signals of a fluid flowing through the electromagnetic flowmeter without detaching it from a pipe. SOLUTION: This electromagnetic flowmeter comprises the plurality of measurement electrodes disposed in the measured fluid and a signal conversion part for generating a measured flow value by signal-processing the differences between respective flow signals detected by the plurality of electrodes. This flowmeter is equipped with means for signal-processing the inputted respective flow signals detected by the plurality of electrodes to convert them into standardized respective flow values, and a means for detecting insulation degradation in the plurality of electrodes based on the standardized flow values.
