PURPOSE: An apparatus and method for controlling stuffing information generated in transmission between networks of a data transmission system are provided to easily maintain and repair a data transmitted between networks by predicting stuffing information generated on a 648 DS3 transmission frame period in its network transmission between DS2 and DS3 of a transmission system, carrying control information for controlling the network on the predicted stuffing position and transmits it. CONSTITUTION: When a data transmission is initiated from a DS2 to a DS3(S1), it is determined whether a bit-interleaving is started as the data transmission of the DS2 has been started(S2). If the data transmission of the DS2 has been started, a stuffing position of the data inputted form the DS2 is calculated(S3). It is determined whether a set input signal requesting insertion of a control signal into a C-bit and an S-bit of the currently predicted stuffing position has been inputted(S4). If the set input signal requesting insertion of a network control signal into a C-bit and an S-bit of the currently predicted stuffing position has been inputted, a control signal is inserted into the C-bit and the S-bit of the corresponding stuffing position as predicted and a DS2 gapped-clock signal containing the inserted stuffing signal is inputted to an M12 multiplexing generator(S5). A network transmission is controlled according to the network control signal contained in the DS2 gapped-clock signal(S6).
