PROBLEM TO BE SOLVED: To provide a hair treatment composition capable of sufficiently imparting flexibility, moist feeling and smoothness to the hair, and capable of sustaining the conditioning effects for a long period, and further to provide a method of treating the hair. SOLUTION: This hair treatment composition is characterized in that the composition comprises a first agent containing an amphoteric high-molecular compound, and a second agent containing one or more kinds selected from among anionic high-molecular compounds known as names specified as Acrylates/Steareth-20 Itaconate Copolymer, Acrylates/Ceteth-20 Itaconate Copolymer, Acrylates/Steareth-20 Methacrylate Copolymer, Acrylates/Ceteth-20 Methacrylate Copolymer, Acrylates/Beheneth-25 Itaconate Copolymer or Acrylates/Beheneth-25 Methacrylate Copolymer.
