PROBLEM TO BE SOLVED: To provide a designing powder coating composition for precoat materials which can form the same textured pattern as in using a true fabric and, in addition, excels in processability, a method for forming a designing coating film, and a precoat material with designing coating. SOLUTION: With the use of a powder coating composition comprising a powder coating component containing a resin component having 22-100 hydroxyl groups or an acid number of 10-100, a curing agent, and a pigment, and further 0.01-5 pts.mass, based on 100 pts.mass the above powder coating component, crystalline polytetrafluoroethylene having an average particle diameter of 0.05-5μm, a textured pattern coating film is formed on a precoat material.
