PROBLEM TO BE SOLVED: To obtain a fiber treating agent having excellent total performances, with which fibers can be provided with excellent softness, smoothness, and impact resilience without causing a problem of yellowing. SOLUTION: This fiber treating agent has 0.03-0.5 wt.% amino group content and comprises an amino group-containing organosiloxane represented by the general formula [(R1) (R2)2SiO]m [(R2) (R3) SiO]n (R1) wherein R1 are each the same or different 1-20C substituted or nonsubstituted monovacent hydrocarbon group or hydroxy group; R2s are each 1-20 C substituted or nonsubstituted monovacent hydrocarbon group same as or different from R1 wherein; R3 is a group represented by formula-R4-(NHCH2CH2)aNR5R6 (wherein R4 is a 1-10C bivalent hydrocarbon group; R5 and R6 are each a hydrogen atom or a 1-20 C monovacent hydrocarbon group; and (a) is an integer of 0<=a<=4); (m) is an integer of 800<=m<=4,000; and (n) is an integer of 1<=n<=100].
