PROBLEM TO BE SOLVED: To provide a gelling material and a substitute for sandbag allowing quickly gelling an aqueous liquid when used without being broken when transported and handled. SOLUTION: This gelling material is formed by enclosing a powdery or granular water-absorbing resin with a sheet and sealing and the gelling material for aqueous liquid and the substitute for sandbag are characterized in that at least a part of the sheet has water permeability and is sealed with a water- soluble polymer having 1,000-1,000,000 weight-average molecular weight.
