PROBLEM TO BE SOLVED: To provide a snow melting device comprising a novel structure and a piping unit block comprising a novel structure used therefor capable of melting snow without sprinkling water, uniformly providing homogeneous heat radiation in each place within an installing range, and providing efficient and economical snow melting. SOLUTION: In this snow melting device 1, a heat radiation homogenizing circuit piping 2 buried under a pavement surface is composed by connecting a base end side of a high temperature side piping part 21 to a delivery port side of a heat source device 3 capable of continuously heating and providing heating medium at a predetermined temperature, connecting a tip side of a low temperature side piping part 23 to a return port side, connecting a tip side of the high temperature side piping part 21 to a base end side of the low temperature side piping part 23, and regulating main portions of the high temperature side piping part 21 and the low temperature side piping part 23 into adjacent positions.
