A feedout apparatus is disclosed which includes a base (2) having one or more contact surfaces (9), and a rotor (3) having one or more contact surfaces (11), the rotor being configured to rotate in a plane about the base, wherein at least one of the contact surfaces of the base or rotor is angled with respect to the plane of rotation of the rotor to lift the rotor with respect to the base when the rotor rotates. The contact surfaces on the base and rotor off a feed out apparatus (such as a jenny wheel) provide a braking action to the rotor as it rotates about the base.
