PROBLEM TO BE SOLVED: To cope with a change of width and a change of winding diameter with ease, and to wind a web efficiently by use of a simple structure. SOLUTION: A core rotating mechanism 58 comprises a core chucks 90a, 90b for holding a core 28, and take-up arms 88a, 88b to which the respective core chucks 90a, 90b are rotatably mounted. The core chucks 90a, 90b each have a smaller radius than an outer radius of the core 28, and the take-up arms 88a, 88b have a part abutting against a product receiving mechanism 64 or the like and having a smaller size than an outer diameter of the core 28.
