PROBLEM TO BE SOLVED: To provide a motion restraint tool which is highly in harmony with a human body and which can restrain motion changeably; and a simulator with a highly realistic feeling. SOLUTION: The motion restraint tool 100 restrains the expansion motion changeably. Two pieces of expansion restraint members 102 are erected facing to each other between action end parts 10 on which external force act, comprising the motion restraint means. This motion restraint tool includes the expansion restraint members 102, and it is provided with a cylindrical body 101 which forms an airtight space together with the action end parts 10; and a pump communicating with the internal space of the cylindrical body 101.
