PROBLEM TO BE SOLVED: To smoothly pass special vehicles and to improve the efficiency of the determination works by eliminating a temporary stop for the overload determination of the special vehicles. SOLUTION: This overloaded vehicle detecting system is provided with an aggregation device 10 obtaining special vehicle passing permission information 13 including, at least, a vehicle number, vehicle weight, and a permitted loading weight of the specific vehicle from a special vehicle permission side system 12 and storing it, a camera 4 detecting the vehicle number of the special vehicle running on a road, an axle load meter 3 buried in the road and measuring the total weight of the running special vehicle and the load of the special vehicle, and a vehicle data processing device 7 obtaining the weight and permitted loading weight of the special vehicle corresponding to the vehicle number from the aggregation device 10 based on the vehicle number detected by the camera 4 and, when the total weight measured by the axle load meter 3 is heavier than the weight obtained by adding the obtained vehicle weight and the permitted loading weight, determines the specific vehicle to be the overloaded vehicle.
