PROBLEM TO BE SOLVED: To provide a packer having a simple structure and being difficult to damage. SOLUTION: A cylindrical expanding body 43 expansible by working fluid pressure is fitted on the outer circumferential side of a liquid-passing cylindrical body 42, into which a liquefied substance can be passed, and both end sections of the expanding body 43 are clamped and fixed to the liquid-passing cylindrical body 42 by clamps 44. Reinforced fibers 48 are mounted into the expanding body 43. An inner tube 45 is inserted into the internal space section of the liquid-passing cylindrical body 42, and a section between the cylindrical body 42 and the expanding body 43 is supplied with working fluid pressure from the inner tube 45 to expand the expanding body 43. The expanding body 43 is stuck fast onto the interior wall of a boring-excavated excavated pit, and the inside of the excavated pit is partitioned and sealed.
