PURPOSE: Provided is a production process of steel for welding structure which disperses Zr-Ti complex oxides within blooms to include minute ferrite system in an HAZ part to raise welding property so that it improves welding property and safety of steel. CONSTITUTION: In the steel for welding structure which is produced by deoxidizing molten steel wherein 0.06-0.30wt% of C, 0.05-0.50wt% of Si, 0.5-2.0wt% of Mn, less than 0.025wt% of P, less than 0.025wt% of S, residual Fe and other impurities are mixed firstly, deoxidizing at LF or RH secondly and continuously casting to produce a steel slab and hot rolling, the production process of steel for welding structure is characterized by inserting 50-150ppm of Zr to form Zr-Mn-Si oxide at second deoxidization and after 3-5 minutes, inserting 150-500ppm of Ti and continuously casting to disperse Zr-Ti complex oxides in the steel slab.
