PROBLEM TO BE SOLVED: To provide a packaging sheet which has a strength, air permeability, waterproofness, cushioning properties, pliability and sealing properties (packaging processability) being preferable for a packaging material and which can be obtained inexpensively, and a manufacturing method therefor. SOLUTION: The packaging sheet 10 is obtained by heat-laminating 15 a foamed sheet 12 on the inside of an exterior sheet 11 prepared by kneading an inorganic fine powder 11b in a weight ratio of 10-20% in a polyethylene resin and by stretching the material thus obtained to make it have the waterproofness and the air permeability. The extent of the stretch is 1.5-3.5 times as large as the diameter of a die.
